It transported the contaminated waters far into the Pacific Ocean, dispersing the radioactivity. The venting was designed to be through an external stack, but in the absence of power much of it apparently backflowed to the service floor at the top of the reactor building, representing a serious failure of this system (though another possibility is leakage from the drywell). Early in 2014 the government estimated it would take JPY11 trillion and 40 years to clean up the Fukushima site. In the last century there have been eight tsunamis in the region with maximum amplitudes at origin above 10 metres (some much more), these having arisen from earthquakes of magnitude 7.7 to 8.4, on average one every 12 years. At the time of writing, many people were still living outside the areas from which they were evacuated. Some of the factors that contributed to the Fukushima Daiichi accident were not unique to Japan.

Images showed a hole in metal grating beneath the reactor pressure vessel, suggesting that melted nuclear fuel had escaped the vessel in that area.  During the evacuation of hospitals and nursing homes, 51 patients and elderly people died.
